Announced on 4 August 2026 by Will Papper on the Cloudflare blog during Agents Week, Cloudflare Wallets splits payment authority in two: an Account Wallet held by a human who funds, delegates and withdraws, and Virtual Wallets operated by agents through an API key, each capped by the account holder with an allocation, an allowlist and a maximum amount per transaction. The rail is x402, which attaches a payment to an HTTP request; the currency is stablecoin, a deliberate distance from card-network schemes. Papper inverts the usual reading of a spending cap: "If an agent is responsible for $10, you can worry less about its spending than if it is responsible for $1,000." The ceiling is what makes delegation consentable.
The second half of the announcement is identity. An agent can live at research.example.cloudflare.pay, an optional handle delegated from the account and persistent across sessions, built on Web Bot Auth, with Cloudflare declaring adoption of the x402 Foundation schemes. Free trials and signup credits become attributable to something.
What actually ships on 4 August is handle reservation. Payments, Virtual Wallets, guardrails and funding ramps are announced in the future tense.
The contrast with Stripe sharpens the stakes. Dan Hill's Link wallet for agents, published 29 April 2026, routes agents onto card rails already in use and requires human review of every spend request, which forecloses micropayments. Cloudflare instead proposes to supply the wallet, the Monetization Gateway, the identity and the bot control. Neither announcement addresses European compliance.
