On 13 May 2026, «Arthur Mensch», DG of «Mistral AI», testified under oath before the «commission d'enquête vulnérabilités numériques» at the Assemblée nationale. His framing there is material: the cloud and artificial intelligence are the same thing, and AI is a natural resource, "on transforme de l'électricité en intelligence, en génération de tokens". He put numbers on it: 1 GW of datacenter costs 50 Md$ over five years and generates 20 Md$ of tokens a year at roughly 50% gross margin. Mistral in May 2026: 1000 collaborateurs, 12 Md€ valuation, 1 Md€ revenue target for end-2026.
The recurring thread is a refusal of arbitration. Mensch declines any veto over how armies or other clients use Mistral models: an editor lacks the democratic legitimacy to decide final use. Shieldstral, published 4 August 2026 under Apache 2.0, is that position compiled into a product, since the classifier carries no taxonomy of its own and reads the deployer's question at inference.
